WASHINGTON—The U.S.-Mexico-Canada Arrangement kicks in Wednesday, but the fruits of several years of negotiations will not necessarily necessarily mean the conclude of trade tensions amid the a few North American nations.

Even as the deal formally requires influence, contentious issues that extended the negotiations are re-emerging as sore spots—including U.S. tariffs on metals, Mexico’s labor benchmarks, Canada’s protection of its dairy industry and new principles on automotive output.
