Employees’ union of Bharat Sanchar Nigam Ltd has approached Key Minister Narendra Modi to quit domestic telecom equipment makers from scuttling the company’s revival system by putting a spanner in the tender for sourcing 4G gear.

In a letter to PM Modi, BSNL staff members said the concern lifted by the market human body Telecom Gear and Products and services Export Promotion Council (TEPC) was a ploy to stall the 4G gear procurement and launching of 4G expert services by BSNL.

According to media reports, TEPC complained to the Division of Commerce that BSNL’s tendering course of action experienced was in contravention of the govt’s “Make in India”policy and was heavily in favour of multinational firms.

Staff associates said that TEPC experienced taken exception to some of the conditions of the tender, which stipulate that the bidding firms have a prior working experience of obtaining established up a cell network for at least twenty million 4G traces and said that nationwide protection would be compromised if BSNL procured 4G gear from multi-nationwide companies.

The problem laid down by BSNL that a corporation which participates in the bidding should really be obtaining the working experience of obtaining furnished twenty million 4G traces, is reasonable and is effectively within the Central Vigilance Fee (CVC) tips, said the letter.

The Rs eight,000 crore eligibility conditions is in line with CVC tips which say that suppliers should really have strong financials. The turnover of nearly all the firms below TEPC is fewer than Rs 1,000 crore.

“BSNL cannot find the money for to procure sub-normal gear from inexperienced firms, not obtaining verified know-how. Their merchandise is not analyzed or validated so much. The Indian players do not have working experience in handling massive cell networks, even if they have developed 4G know-how. Additional, the quality specifications of their gear have not been analyzed,” the letter said.

All non-public operators, together with Reliance Jio, Airtel and Vodafone Plan are procuring their 4G gear from domestic suppliers, but only from multinational firms like Nokia, Ericsson, ZTE, Huawei, Samsung, and so forth as domestic firms do not have 4G gear of high quality and their goods are not analyzed.

When BSNL’s rivals are procuring world class 4G gear from experienced suppliers obtaining verified know-how, why should really BSNL on your own be compelled to procure substandard gear, manufactured by inexperienced suppliers, in the identify of “Make in India” coverage, the letter asks.

Citing the the latest award of a $ 1 billion contract by Airtel to Nokia, for the source of 4G gear, the letter said that the stress of supporting domestic makers cannot be put on the shoulders of BSNL on your own, in a really aggressive telecom market. The “Make in India” coverage should really be manufactured uniformly manufactured relevant to all the company suppliers and not selectively to BSNL on your own, the letter included.

BSNL staff members has asked for PM Modi to intervene in this matter and guarantee that the involved authorities analyze the matter in a time sure fashion and allow for BSNL to go ahead with the 4G tendering course of action.

“BSNL will have to fork out a major price tag for any more delay on the component of the authorities. Launching of 4G expert services is the lifeline for BSNL and the first and foremost need for BSNL’s revival,” it said.
